Alternate Director to the Cabinet Secretary, National Treasury & Economic Planning
Mr. Henry Mutwiri Riungu is the Alternate Board Director representing the Cabinet Secretary National Treasury & Economic Planning.
A seasoned financial professional with more than 28 years of experience in public finance, Mr. Riungu has held several senior positions within the National Treasury. These include Senior Finance Officer, Deputy Head of the World Bank Division in the Resource Mobilization Department, Chief Intergovernmental Fiscal Relations Officer, Chief Investment Officer, Assistant Director of Investments, and currently Deputy Director of Investments. He serves under the Department of Government Investment in Public Enterprises (GIPE) within the Directorate of Public Investment & Portfolio Management (PIPM).
Over a span of more than 12 years, Mr. Riungu has played a key role in reviewing financing and credit agreements related to grants and donations, facilitating and monitoring donor-funded projects, and conducting policy analysis on external resource mobilization to inform policy development. He has also been a member of Kenya’s negotiating delegation with development partners, including the World Bank.
In his current capacity as Deputy Director of Investments, Mr. Riungu is responsible for coordinating the review of annual budgets, corporate plans, and strategic initiatives of State Corporations for approval by the National Treasury. He also serves as a Team Leader within one of the TNT teams tasked with evaluating government investments in public enterprises. His responsibilities include oversight of National Government on-lent and guaranteed loans to State Corporations and other entities, as well as management of contingent liabilities and fiscal risks associated with government investments.
Mr. Riungu has extensive board-level experience, having served as an alternate Board Member in various State Corporations across multiple sectors, including savings and banking, water, social services, leather processing, and regulatory agencies in environment, broadcasting, and telecommunications.
He holds a Master of Business Administration (MBA) in Finance from Maseno University, a Postgraduate Diploma in Finance from KCA University, and a Bachelor of Commerce degree from the University of Nairobi. Additionally, he has undertaken various short-term professional trainings in public financial management in countries including Tanzania, Malawi, South Africa, the United Kingdom, Denmark, the United Arab Emirates, and the United States of America.
